Job Summary

  • CARE is seeking for a Case Worker that will be responsible for providing the day-to-day management of all GBV protection cases including the documentation and developing case plans and follow-up. S/he will also liaise directly with other service providers working within his/her working LGA and its communities to facilitate referrals for specialized services to other service providers (health including Mental health, Shelter, NFIs and /or legal providers, and security etc.)

RESPONSIBILITIES AND TASKS:

 Job Responsibility #1:  Case Management

  • The caseworker will demonstrate accountability for the affected population and prevention of sexual exploitation and abuse in the area where s/he works. 
  • The caseworker will be responsible for providing the day-to-day management of all GBV cases including the documentation, developing case care plans, follow-ups and, case closure for survivors of GBV in the mobile WGSS.
  • The caseworker will liaise directly with other service providers and community response groups on GBV prevention within his/her working LGA and its communities to implement and facilitate referrals to other service providers (health including mental health, shelter, NFIs security, and/or legal providers, etc.)
  • Ensures that survivor-centered approach guiding principles are maintained and enforced while working with survivors in safe spaces for women and girls.
  • Facilitate the setting up of an information desk at the women and girls center where adolescents and women of reproductive age can access Sexual Reproductive Health (SRH) information.
  • To ensure GBV survivors including women and girls survivors and those at risk of GBV protection receive individual case management support by ensuring standard tools and procedures are in place and adhered to by case management team members.
  • Manage through facilitators disclosures of violence in a survivor-centred manner including referrals for services.
  • Actively develop and maintain effective working relationships with other staff & project teams
  • Establish and maintain effective program reporting, monitoring and evaluation systems (to track, analyse, and report on results) for both internal and external use.
  • Adhere to all CARE’s policies related to security, operations and transport/ logistics information related to programming.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to CARE and to not jeopardize its humanitarian mission.
  • Coordinate with other operating partners including CSOs, local and International NGOs, local women and youth groups, and State and LGA departments in all actions relating to improved quality of GBV programming in the project locations in Yobe. In collaboration with other partners, awareness-raising interventions within the community focus on the protection needs at the community level
  • Contribute to CARE’s resource mobilization efforts.
  • Assist with any other related activities as deemed necessary by the supervisor

Job Responsibility #2: Project Management

  • Support GBV program start-up in her working LGA and ongoing program management and administration of teams.  
  • Ensure that program implementation on the BHA is responsive to communities and partners and consistent with CARE’s relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure that beneficiaries are effectively targeted according to established standard vulnerability criteria.
  • Support the development of program implementation strategies, including partnership frameworks, beneficiary targeting, and distribution process as well as psychosocial and capacity building of partners.
  • Integrate community approaches, gender sensitivity, and capacity building into all activities as appropriate.
  • Ensure program implementation is on time, target, and budget, using effective M&E systems to reach desired impacts on documentation of data on the GBVIMS form.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and CARE’s policies and procedures.
  • Fulfil CARE’s Program Management Minimum Standards based on the organization-wide guide.
  • Ensure all interventions adhere to CARE’s Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Ensure compliance with donor and CARE’s regulations related to emergency programming.
  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.

Requirements

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

  • B.sc or Diploma in relevant field required;
  • 2 year of experience with GBV case management, Gender mainstreaming and inclusion, Psychosocial Support Services, S/GBV programming with a focus on prevention is preferred
  • Knowledge of international humanitarian standards for GBV prevention, protection and response
  • Previous experience working on social norms change
  • Experience with developing and implementing GBV prevention programmes, particularly identification, case management & referrals.
  • Demonstrated understanding of the needs of survivors.
  • Ability to maintain confidentiality, medical ethics and respect for clients at all times.
  • Experience in participatory techniques and community mobilization
  • Demonstrated experience working with men to end violence against women and girls
  • Excellent oral and written skills and computer skills.
  • Fluency in English and Hausa is a must.
