Job Summary

With technical support from the Associate Director, Prevention, Care & Treatment, incumbent is responsible for and ensures acceptable medical standard of care and benchmarks including a plan of care, in accordance with national guidelines and international best practices, is provided for all clients seen at the One Stop Shop (OSS).

Essential Duties, Responsibilities and Deliverables

  • Coordinate the implementation of all clinical related activities within and outside the One Stop Shop (OSS).
  • Ensures clinical related services are provided within and outside the One Stop Shop (OSS) in an ethically, legally, and morally sound environment for the benefit of the clients.
  • Drive the enrolment and retention of all HIV positive clients into care, treatment, and support services.
  • Serves as focal person for Antiretroviral Therapy (ART) enrolment.
  • Provide technical and logistical support to the Focal Service Providers.
  • Assist in the provision of care, treatment, and support services for HIV positive clients at the field level.
  • Assist in the implementation of add-ons clinical interventions and management of co-morbidities among KP PLHIV.
  • Assist in the provision of Sexually Transmitted Infections (STIs) management services at the field office level.
  • Assist in the coordination of HALG trauma informed mental health services at the field level.
  • Responsible for regular State clinical data quality analysis and ensure action points are implemented.
  • Actively support the Program HIV prevention teams to develop strategic work plans and monitor progress, identifying challenges and supporting the identification of solutions.
  • Serve as a focal person for quality assurance and control for service delivery interventions for Key Populations in the zone.
  • Provide support to HALG’s One Stop Shops/Drop-in Centres in the state, including interacting with site clinical team, M&E focal points; ensuring quality assurance and control in the delivery of HIV treatment services at the OSS and using other forms of decentralized models.
  • Work with the Zonal team and Local Implementing Partners to support the correct implementation and use of HIV Testing Services (HTS), Sexually Transmitted Infections (STIs) and Antiretroviral Therapy (ART) monitoring and evaluation tools, and adherence for complete, correct, and timely reporting.
  • Ensure that the quality of program/project activities in the zone adheres to Standard Operating Procedures (SOPs) by putting up appropriate mechanisms to ensure quality.
  • Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the zones responsible for data entry in conjunction with other team members.
  • Work with relevant technical staff to disseminate guidelines, tools and procedures that will support the achievement of quality service delivery that reflects the needs of Key populations.
  • Manage and supervise other clinical staff at the Zonal level.
  • Lead the integration of Prevention and clinical services to enhance achievement of project outcomes.
  • Conduct monthly data quality assessments (DQAs) using National and HALG’s Continuous Quality Improvement tools, and assist in the preparation of monthly reports.

Education and/or Experience:

  • A degree in Medicine.
  • At least 4 years’ experience in clinical HIV/AIDS care and antiretroviral treatment.
  • Excellent and proven knowledge of clinical issues and current literature in HIV/AIDS treatment.
  • Experience in training and excellent interpersonal skills.
  • Basic knowledge in Monitoring and Evaluation including Data Quality Assessment.

Language Skills:

  • Excellent oral and written English communication skills.
  • Knowledge of Local Language preferred.
  • Demonstrated competency in public speaking.

Computer Skills:

  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
  • Other software routinely used by Heartland Alliance.

Work Environment:

  • The noise level in the work environment is usually moderate.
  • The employee will be required to co-locate with local partners usually in the same office.
  • The employee is required to travel regularly to often insecure and limited resource environments.
