  • Albarka Health Spring Foundation with funding from CBM International will implement the BMZ-Transitional Development Aid funded Project in Sokoto State, towards strengthening the resilience of vulnerable households in selected communities of Sokoto South, Dangeshuri, Rabah and Wurno LGA’s.
  • The project will support IDPs, host, refugee and returnee communities especially women-led household and persons with disabilities (PWDs) to improved their food security through increased and diversified household income, their health and hygiene situation, improve  provision of comprehensive and accessible WASH services, especially for women with and without disabilities Vulnerable people, who experience sexual, gender-based or disability-related violence, have learnt coping and resilience mechanisms and improved their psychosocial well-being through the protection services provided.

Strategic Project Objective

  • Strengthening the Resilience of Internally Displaced Persons and Vulnerable Households in Host Communities in Northwestern Nigeria (Sokoto State).

Job Purpose

  • The Program Manager will lead the overall implementation, monitoring, and management of the project Strengthening the Resilience of Internally Displaced Persons and Vulnerable Households in Host Communities, funded by CBM.
  • The Program Manager will ensure timely delivery of project activities, manage program staff, and maintain relationships with key stakeholders to support sustainable community development.

Main Tasks and Responsibilities
Program Management & Implementation:

  • Lead the planning, coordination, and execution of project activities in alignment with the project’s objectives and donor requirements.
  • Ensure that all components (food security, WASH, protection, and capacity building) are implemented effectively and efficiently.
  • Oversee the establishment of Village Savings and Loan Associations (VSLAs), vocational training, and support to health facilities, particularly in MHPSS and WASH sectors?.

Monitoring & Evaluation (M&E):

  • Work closely with the M&E team to track project progress, ensuring that targets and indicators are met according to the logframe.
  • Ensure the integration of gender-sensitive and inclusive M&E frameworks.
  • Participate in the design and implementation of mid-term and final project evaluations?.

Financial & Resource Management:

  • Work with the finance team to oversee budgeting, financial planning, and reporting, ensuring alignment with the project’s financial framework.
  • Ensure efficient use of project resources, preventing misuse and ensuring transparency in financial transactions?.

Staff Supervision & Capacity Building:

  • Supervise and mentor project staff, including field officers and local coordinators.
  • Identify staff capacity gaps and organize necessary training, especially in areas such as project management, financial management, and protection services?.

Stakeholder Engagement & Coordination:

  • Maintain and foster partnerships with local authorities, donor agencies, UN agencies, NGOs, and community leaders.
  • Represent AHSF in relevant cluster meetings and working groups, ensuring coordination with national partners such as NEMA and SEMA?.
  • Ensure that the project aligns with national and state-level strategies and policies, especially concerning humanitarian-development-peace nexus approaches.

Compliance & Reporting:

  • Ensure that all activities comply with humanitarian standards (e.g., Core Humanitarian Standards, Sphere) and donor guidelines.
  • Prepare and submit monthly and quarterly progress reports, as well as donor-required financial and narrative reports.
  • Manage compliance with safety and security protocols in project areas?.

Risk Management:

  • Monitor and address risks, such as security threats and financial discrepancies, ensuring adherence to AHSF’s safety policies.
  • Implement “Do No Harm” principles in all project activities to avoid exacerbating local tensions?.

Qualifications and Experience
Education:

  • Bachelor’s Degree in Development Studies, Public Health, Project Management, or other relevant fields. A master’s degree is preferred.
  • At least 5 years of experience managing multi-sectoral humanitarian or development projects in complex environments.
  • Proven track record in leading projects related to food security, WASH, protection, and resilience building.
  • Experience working in Nigeria or West Africa, preferably in conflict-affected areas.

Skills & Competencies:

  • Strong understanding of humanitarian principles, gender equality, and disability inclusion?.
  • Excellent project management, budgeting, and report-writing skills.
  • Demonstrated leadership, communication, and negotiation skills.
  • Ability to work under pressure, manage multiple tasks, and meet deadlines.
  • Proficiency in English and local languages (Hausa) is an asset.
  • Ability to adapt to changing environments and work in challenging contexts.

Key Relationships:

  • Internal: State Coordinator, Head of Programs, M&E Manager, Finance Manager, Field Officers, Program Staff.
  • External: Donor (CBM), UN Agencies, Local Authorities (NEMA, SEMA), Ministry of Agriculture, RUWASSA, and other humanitarian partners?.

Key Deliverables:

  • Project work plans and reports submitted in a timely manner.
  • Regular updates on the progress of project implementation and major challenges.
