Job Summary

  • The Nigerian Content Development (NCD) cordinator is responsible for overseeing and implementing local content requirements as mandated by the Nigerian Content Development and Monitoring Board (NCDMB) and ensuring full compliance with the Nigerian Oil and Gas Industry Content Development Act.
  • This position plays a critical role in integrating local resources, maximizing Nigerian workforce involvement, and fostering partnerships with local suppliers and contractors.
  • The NCD cordinator will develop strategies to increase Nigerian participation in projects, monitor compliance with local content policies, and report on progress to internal stakeholders and regulatory authorities.

Key Responsibilities

Local Content Strategy Development:

  • Develop and implement local content strategies in line with the Nigerian Oil and Gas Industry Content Development Act.
  • Establish frameworks to ensure maximum use of Nigerian goods, services, personnel, and technology in all operations.

Policy Compliance and Reporting:

  • Ensure strict compliance with the NCDMB regulations and all local content laws applicable to project activities.
  • Prepare and submit Nigerian Content Compliance Certificates and reports as required by the NCDMB.
  • Track and document compliance efforts, providing detailed reports for internal management and regulatory bodies.

Vendor and Supplier Development:

  • Identify and evaluate local vendors and suppliers in alignment with Nigerian content requirements.
  • Work closely with procurement teams to prioritize the use of Nigerian suppliers, materials, and services.
  • Build relationships with local businesses, fostering opportunities for partnerships and knowledge transfer.

Employment and Training Initiatives:

  • Develop and implement training programs to build capacity among Nigerian employees.
  • Oversee compliance with workforce localization requirements, ensuring that hiring, training, and retention strategies support local content goals.
  • Monitor skill development programs and manage internship opportunities to increase the pool of skilled Nigerian workers in the sector.

Stakeholder Engagement and Advocacy:

  • Act as a liaison with the NCDMB, local authorities, community leaders, and other key stakeholders.
  • Participate in industry forums and government meetings to advocate for local content policies and share best practices.
  • Conduct awareness campaigns and internal workshops to communicate the importance of local content initiatives.

Project Management and Monitoring:

  • Implement and monitor NCD activities across projects, ensuring targets for local content inclusion are met.
  • Manage budgets related to local content initiatives, ensuring cost-efficiency and compliance with financial plans.
  • Develop metrics and KPIs to track the effectiveness and impact of local content programs.

Documentation and Record Keeping:

  • Maintain comprehensive records of all local content initiatives, including personnel and vendor contracts, certificates, and compliance reports.
  • Ensure documentation is audit-ready and available for NCDMB reviews and internal assessments.

Qualifications

  • Education: Bachelor’s degree in Business Administration, Project Management, Engineering, Law, or a related field. A Master’s degree in a relevant field is advantageous.
  • Experience: Minimum of 5 years in a compliance or local content role, with a strong focus on the oil and gas industry or other regulated industries in Nigeria.
  • Regulatory Knowledge: In-depth understanding of the Nigerian Oil and Gas Industry Content Development Act and experience working with NCDMB or similar regulatory bodies.
  • Communication Skills: Excellent written and verbal communication skills, with the ability to engage and influence stakeholders at all levels.
  • Technical Skills: Proficiency in MS Office Suite; knowledge of project management software and data reporting tools is preferred.
  • Leadership Skills: Strong leadership, negotiation, and organizational skills, with an ability to drive compliance across diverse teams and projects.
