JOB SUMMARY

CARE International in Nigeria is seeking for a MEAL Officer to support the implementation of the overall program MEAL system. This position reports to the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator and is mainly responsible for providing technical support in all areas of monitoring, data collection, analysis, assessments, survey, and learning activities. The position holder will work closely with the program team in conducting filed monitoring, support capacity building initiatives, and facilitate the collection of quality data for decision-making (both quantitative and qualitative). S/he will coordinate the refinement of Project feedback and accountability mechanisms, promote reflective review practices through learning sessions, tracking/collecting of participants information, conducting regular post activity and distribution monitoring surveys, coordination, management and seldom collection of human-interest stories. S/he will continually review the practicality and effectiveness of project approaches and suggest modifications as necessary of the MEAL system.

RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Supervision  Monitoring, and  Data Management

  • Work closely with the MEAL Coordinator to establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirement are met including monitoring.
  • Organize, design, plan, and carryout the collection, verification, evaluation, analysis and compilation, and dissemination of program data.
  • Support the adoption of Technology for Development tools and innovation to provide technical support in implementation of  policy and advocacy activities  of CASCADE Project
  • Strengthen CASCADE team and partners capacity to support impact at scale for nutrition through innovating scale up initiatives/stakeholders’ management.
  • Support in development and implementation of opportunities and scale up strategy for CASCADE and new initiatives with Potential to improve implementation.
  • Support data analysis for evidence generation including data visualization techniques and analytical tools
  • Support CASCADE team and Partners to co create solutions to adapt to technology and innovative solutions.
  • Support in awareness creation and dissemination of Nutrition messages  through social  media  and other  Technology for Development Tools
  • Facilitate improved issue management system for   through technical oversight , human centered design to ensure quality documentation and analysis.
  • Support in development and Implementation of data quality assessment framework for CASCADE.
  • Support engagement and maintaining partnership and networks of CSOs, private Sector, local media, academia through information/knowledge  sharing.
  • Conduct regular sport checks/ field visits to track progress against indicators and put in place systems for routing data quality checks and revisions.
  • Conduct data quality assessment on key activities and develop analytical reports. Work with Project Manager, and program staff to ensure data on project deliverables and achievements against the Indicator Performance Tracking Tool (IPTT), log-frame is accurate and up to date as possible and manage according to agreed processes and standards.
  • Assist the Program Manager to manage, train , develop and implement the Monitoring and Evaluation  Plan, Performance improvement  Monitoring  etc   
  • Collate, analyze manage and report all program related data, including project participants database
  • Identify direct reports capacity development needs and in consultation with the project Manager 
  • Regularly conduct, analyze, and report post distribution monitoring and KAP survey
  • Develop monitoring, accountability and reporting tools for the respective projects and programs’ outputs, suggest modifications and develop new and appropriate tools as necessary.

Job Responsibility #2:   Knowledge Management and Learning 

  • Ensure knowledge integration and dissemination as well introducing new tools and technologies to enhance dissemination and learnings
  • Conduct Monitoring and Evaluation of the overall implementation of Knowledge Management and prepare periodic reports that consist of reviews, analyze, evaluations and recommendations to develop and improve the implementation of knowledge Management plan for CASCADE 
  • Conduct and document knowledge management and Learning materials to be published in printed forms
  • Support and facilitate knowledge and information management on the CASCADE Project.
  • Maintain an effective process of collecting and disseminating lessons learnt, simulations and learning events
  • Support the implementation of knowledge system framework for services and oversee the interface with Partners (Partnership across stakeholders, including advocacy tracking system, monitoring and evaluation of knowledge services.
  • Implement activities that adhere to CASCADE standard indicators and target categorization
  • Organize , coordinate the development of CASCADE Learning  Agenda , including organizing reflections at state level with different stakeholders and internal with CASCADE.
  • Support in progress and process monitoring and report of impact , setting and measuring results chain.
  • Support in facilitating outcome harvesting, surveys, to inform process documentation.
  • Support in large scale process including internal and external evaluations/research.
  • Integrate knowledge management and learning approaches into partners activities and also strengthen accountability, collaborative learning and feedback mechanism.
  • Guide the regular knowledge and information sharing sessions/quarterly MEAL Reflections of the outputs of MEAL findings with project staff, implementing partners and Government stakeholders and National Organizations 
  • Facilitate After Action Review (AAR) to measure performance and document lesson learnt. 
  • Support to review case studies, Learning Briefs, success stories and human-interest stories on the  of the project activities.
  • Support the Learning dissemination and data for decision making and feedback via regular information sharing with stakeholders , Quality Improvement Learning Sessions, State Committee on Food and Nutrition and project participants through publication of key project successes.
  • Keep up to date with development in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning.
  • Provide routine guidance on improved creative and innovative systems for KML in the sector and for program achievement.

Job Responsibility #3: Capacity building

  • Working loosely with the MEAL Coordinator, conduct capacity assessment of CARE and partners’ staff on MEAL.
  • Take the lead in training all Sector staff in understanding and use of all monitoring and reporting tools and approaches.
  • Organize and conduct result-oriented monitoring and evaluation training (including quantitative and qualitative data collection methods) for CARE and partners’ staff
  • In collaboration with the Project Managers, facilitate training and other capacity-building activities for all project key stakeholders. 
  • Provide regular KML trainings as needed, for field staff and partners to ensure proper implementation of the M&E plan
  • Support capacity building for MEAL and program staff on different aspect on KML, linkling database management and impact assessment/measurement.
  • Support capacity building for a wide range of National Partners on KML tools, data base management and reporting system

Job Responsibility #4: Feedback Accountability Mechanism

  • Support the establishment of FAM system helpdesk/information table for use at the community level.
  • Support the development and the entry of complaints into the FAM Complaints database.
  • Prepare Bi-weekly reports showing the various categories of complaints and the status of the complaints.
  • Provide training and capacity building to project staff, partners, and local stakeholders on accountability principles and the effective use of the CFM system.
  • Ensure timely and appropriate follow-up on feedback received, including addressing concerns, sharing updates, and making necessary adjustments to project activities..
  • Collaborate with project leads to ensure that community feedback informs project design, implementation, monitoring, and evaluation.
  • Asist in raising awareness about the FAM system among project stakeholders and communities, using culturally appropriate and accessible communication channels.
  • Provide the Programme Monitoring and Improvement Unit with FAM data for integration into project monitoring and reporting systems

Resource Mobilization 

  • Contribute to CARE’s resource mobilization efforts

Other Responsibilities

  • Support the MEAL Coordinator with project design, on request, with information gathering as related to the sectors, needs analysis, logical framework designs, target participants computation and others.
  • Support with information dissemination to CARE staff on MEAL activities and achievements.
  • Support the MEAL Coordinator with Country Office MEAL requirements such as assessments roll out, trainings, analysis outside the scope of S/he individual project.
  • Support the accountability officer with improving feedback and accountability systems
  • Support to review partners workplan and measure milestone deliverables as against performance or result

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

  • Minimum 1st degree in Statistics, Biostatistics, Agricultural economics, Technology for Development, Information Science and Technical , Computer Science ,Social Sciences, Development Studies, Economics, Nutrition and dietetics Information Management, and other relevant discipline.
  • Minimum of 3 years’ experience in Knowledge Management, Learning and Monitoring and Evaluation (KLM) in the field of development
  • Working knowledge of information collection tools and methodologies with focus on data analysis and the ability to develop and apply methods and tools for capturing knowledge, preserving, and sharing.
  • Good understanding of the country’s humanitarian context, empowering and advocacy issues in Nigeria
  • Excellent computer literacy with full knowledge of Microsoft Office applications, including database management systems.
  • Knowledge of ICT4D in MEAL 
  • Experience in participatory monitoring and evaluation 
  • Experience in facilitating and documenting learning and knowledge management 
  • Excellent experience in conducting quantitative and qualitative research, studies, assessment from start to end including dissemination of findings to a wide range of diverse audience.
  • Strong analytical skills and understanding of MEAL Framework, tools and indicator setting.
  • Evidence-based monitoring and evaluation frameworks and program, with emphasis on participatory and partnership-based MEAL approaches
  • Strong skills in data analysis with STATA, PBi, SPSS, python and QGIS
  • Strong knowledge of IT applications and development ? especially spreadsheets and database management
  • Fluency in both written and spoken English and good report-writing skills 
  • Ability to take Initiative, drive to achieve results, ability to develop effective organizations Understanding and experience of gender equity issues and their relevance to humanitarian response work
