JOB SUMMARY:

  • The Field Site Manager’s primary duty is to facilitate humanitarian programming at a specific field site location according to program design, budget and timeline. The Field Site Manager enables program implementation and supports the functions of programs, logistics, finance, and administration at the field site location. The Field Site Manager is the representative of the IMC mission in that particular field location.

MAIN TASKS AND RESPONSIBILITIES

Program Management

  • Monitor programming in collaboration with technical departments leads to assure timely and efficient implementation in accordance with humanitarian principles, IMC rules and regulations and donor requirements in the area.
  • Promote positive leadership within field site through regular and efficient internal coordination meetings.
  • Manage programming activities for timely implementation of all activities listed in the proposal.
  • Assist teams in the development and execution of work plans.
  • Track monthly expenditure and project future expenses in reference to activities being implemented at field sites
  • Coordinate activities with implementing agencies in the area to avoid duplication and to address gaps in service.
  • Regularly update country office on progression of programs as per protocol

When applicable:

  • With support from the country MEAL team, ensure monitoring and evaluation systems are in place for effective program reporting, for use in coordination with program staff.
  • Ensure availability of up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders. 
  • Ensure program implementation is on time, target and budget, using available M&E systems to reach desired impact.
  • Make sure program data is updated on regular basis. 
  • Work with staff to submit timely and high-quality data and reports.
  • Human Resources Management and Capacity Building 
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • When applicable, oversee logistic and administrative actions of the programs in the field site
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Support country office HR on the recruitment and orientation of new team members as necessary in collaboration with program management.
  • Promote shared understanding of IMC rules and regulations through ongoing training for staff.
  • Assist in developing staff capacity and deliver/monitor the implementation of the plan.
  • Contribute to country team-building efforts, help team members identify problem-solving
  • options and ensure the integration of all team members into relevant decision-making processes
  • Monitoring, Evaluation, Accountability and Learning
  • Integrate MEAL approaches and activities into program plans and operations, outlining how MEAL will be implemented at each stage of the program cycle.
  • Support country MEAL team in establishing MEAL system, data collection tools, and a formal mechanism to capture, monitor, respond to and act on feedback and complaints from communities. 
  • Ensure all staff and volunteers receive basic communication and complaint handling skills training.
  • Ensure their staff know how to receive, record, and refer (to the CBFRM) feedback and complaints should they be approached by a member of the community.  
  • Ensure their staff know how to provide basic informed consent (explaining what happens to feedback/complaint, timeline, how they can contact IMC, how/when they should receive a response from IMC, rights/limitations regarding anonymous complaints, etc.).
  • Based on findings, lessons, feedback and assessment data generated from MEAL system, identify and utilize the best approaches to provide communities with relevant and actionable life-saving and life-enhancing activities and information.

Security 

  • Work closely with Security Management Teams and CD to ensure that Standard Operating Procedures are developed for the field site areas of operations. Assist in the revision of security plans.
  • Ensure staffs are aware of and are able to follow standard operation procedures.
  • Understand and monitor changes in the surroundings and alert security managers to changes.
  • Develop a network to get relevant security information. Develop good contacts to cross check contextual changes.

Representation

  • Promote IMC’s work and liaise with relevant external stakeholders, local leaders and government officials.
  • Generate a positive image of IMC and its personnel in the field site location
  • Represent IMC to UN and INGO community and build collaborative partnerships with NGO partners, sub-grantees, and other stakeholders.

Job Requirements

MINIMUM QUALIFICATIONS

  • Typically, a Bachelor’s Degree in related field is preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 5+ years of relevant and progressive NGO project and personnel management experience in humanitarian or development contexts, including a minimum of 2 years of international work experience in an operations management role
  • Experience in project management in the humanitarian sector
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
  • Good understanding of financial management and strategic planning
  • Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity)
  • Profound cross-cultural awareness and insight into health care issues, 
  • Ability to, exercise sound judgment and make decisions independently, extremely flexible, and have the ability to cope with stressful situations and frustrations 
  • Ability to relate to and motivate staff effectively
  • Creativity and the ability to work with limited resources
  • Excellent decision-making skills, Team player and strong communication skills, both oral and written.
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint
